At least 20% of voters should have cast their ballots in order to make the referendum count. According to unofficial data only 11.6% of voters went to the polls. That’s the second lowest turnout in the country’s history.

Opponents of the amendment say they will do all they can to change the law and make the archives open to the public. Minister of Culture Uroš Grilc meanwhile stressed that voters were clear on the issue, either by voting against the change, or by not going to the polls.
