Slovenian Commissioner Violeta Bulc confirmed the statements made by the German magazine Spiegel, that the European Commissioners never discussed the legal services in connection to the arbitration at their commission sessions.

"We've never had this particular document on the table. The president is the one who determines the agenda of the commission, however, this was spoken informally." Nevertheless, the commissioner emphasizes that, when it comes to respecting the arbitrary decision, the verdict should be respected. "We spoke twice about the arbitration. Both Member States are obliged to accept it."

According to Bulc, the commission can still discuss the opinion of the legal service: "If Slovenia calls the commission and asks that this arbitration ruling be dealt with, it is the president’s decision whether they discuss this with the rest of the commissioners, or the president gives a political opinion about it".
The question is, how would the president Jean-Claude Juncker act if Slovenia calls, why he didn’t include the opinion of the legal service before the committee meeting and also whether the committee could act differently after the proceeding and take actions against Croatia.
