The most important thing for me is that the receipt books are abolished, and that the cash registers, i.e. fiscal registers are being introduced for all businesses.

As expected, today the government adopted the law amendment on the Slovenia Sovereign Holding, but without the support of Desus, the Pensioners' Party. The government also introduced the system of cash registers mandatory for all business, which prevent deletion of bills for fighting grey economy.

At preparation of the first act on holding, which has never been introduced into practice, we managed to keep KAD independent. This time however Uroš Čufer, Finance Minister, is offering only an apparent independency of the company, as its assets will be actually managed by the holding, which is for us unacceptable, says the leader of the DeSUS parliamentary group Franc Jurša. The president of Desus and the member of the cabinet Karl Erjavec abstained from voting on law amendment.

ZSSS unsatisfied
The Association of free Trade Unions of Slovenia (ZSSS) is also dissatisfied with the last proposal. Ladislav Rožič says that the Ministry of Finance did take into account their proposal on forming an Economic and Social Expert Committee as a supervising body for holding operation, but the Ministry "had turned a deaf ear" to other proposals, e.g. on transforming KAD into a demographic fund, on cooperation of trade unions at sale of investments, and on supervision of property sale by the Parliament.

SD supports the law amendment
The SD Party supports the law amendment in spite of the reservations expressed by the trade unions, but expects certain modifications – namely in the part regarding the participation of the employees at managing of the state-owned assets, and the contents of the transitional provisions. According to Matevž Frangež they expect the government to prepare a strategy, instead of the classification with target shares, and define the reasons for keeping or selling a certain company.

No detailed explanations on the act were given after the government meeting. The Ministry of Finance intends to introduce the act to the public tomorrow, although coalition coordination has not been achieved.

The ministers who resigned, Stanko Stepišnik and Tomaž Gantar, will be temporarily replaced by the Ministry of Finance Uroš Čufer and the Foreign Minister Karl Erjavec, announced Alenka Bratušek, PM, to the ministerial team at the government meeting.


No more hand-written receipts

In Slovenia there won't be fiscal cash registers, but in July a system of cash registers will be introduced preventing deletion of bills, mandatory for all businesses. For business entities already using cash registers nothing will change. "It is a technically less demanding solution than introduction of genuine, classic fiscal cash registers, and cheaper for the taxpayers," explained Sebastjan Prepadnik from the tax administration.

The period of hand-written receipts is thus ending. The government requested from the Ministry of Finance to prepare legal basis for restriction of cash operation from the present 15 thousand to 5 thousand Euros by the end of March.
