The third version of the Minor Offences Act does not contain the option to pay only 1/3 the full amount. Initially, offenders were going to be given the option to pay 1/3 the full amount if they pay within 8 days, and 2/3 the full amount if they pay within 15 days. Neither police nor experts agreed with this proposal. They said that fines should be lowered if they are deemed to be too high; if not, they should remain the way they are.

Chance to do community service
From now on, those entitled to free legal aid will be given the chance to do community service instead of a prison term. One hour of community service is worth 10 euros (range of hours: minimum 30, maximum 400 hours).

Those unable to pay their fines can no longer be imprisoned, as this was found to be unconstitutional by Slovenia's Constitutional Court. However, if the fines exceed 1000 euros, offenders can still reduce their penalty by serving time (up to 90 days). One day in jail is worth 100 euros.
