That’s according to a report of inspectors in the public sector for 2018.

Inspectors said some employees got a bonus for overtime even if they did not even put in the regular hours for the month. Or that they got paid more overtime than they actually did.

In some places, doctors clocked in at arrival and clocked out at the end of their shift. But did not record if they left on a private errand in between.
