The government's plan entails new salary brackets, creation of separate pay tiers and changes to the promotion system.

According to the reform, there would be a total of 67 brackets, the lowest of which would be as high as the minimum wage. The ratio between the lowest and the highest salary would be one to seven.

The government and trade unions will meet for negotiations on February 20th.
