The European Commission has filed a lawsuit against Slovenia for failing to transpose the EU directive on the electronic communications law.
The relevant bill passed first reading in parliament just over a week ago.
The Commission ordered that Slovenia pay nearly 1,400 euros a day for every day of the violation.
The Digital Transformation Minister said she was disappointed that Slovenia had failed to transpose the EU legislation before the deadline.
The bill was rejected twice by the National Assembly when it was originally submitted.
It was rejected because of provisions that would allow the exclusion of Chinese provider Huawei from the Slovenian market.
