The government has proposed a ban on flavours in all heated tobacco products and electronic cigarettes.
It also put forward a ban on smoking rooms within five years.
People will also not be allowed to sell and import tobacco products in large quantities.
The measure is intended to prevent minors from using nicotine. Officials said that they were at much greater risk of moving on to smoking cigarettes.
Over 3,100 people die from smoking in Slovenia every year, or nine people every day.
