The report follows police investigations of at least two self-styled militia groups endangering Slovenia's constitutional order.

The report by the Interior Ministry and relevant services was drawn up after footage of an amateur paramilitary unit stirred outrage in September.

The report poits the lack of a national strategy for preventing terrorism, as well as, dealing with extreme situations.
