Two days before Slovenia goes into an 11-day lockdown, the country's latest restrictions on the crossing of borders ban all travel to high-risk countries save for a few exemptions, the Slovenian Press Agency reports.

Interior minister Aleš Hojs said that people not among the exemptions might leave the country, but only if they pay a fine. The fine starts at 400 euros.

According to him, it is up to the attending police officer to decide whether a person wishing to leave the country qualifies as one of the exemptions. If the person does not qualify but still wishes to leave Slovenia, officers will simply give them a fine and let them leave, he said.

Meanwhile, the decree has already been challenged at the Constitutional Court by a group of owners of property in Croatia, who believe their property rights are being violated.
