Brglez, an expert in international law, believes that the happenings regarding the arbitration will now probably take two separate paths: the Court of Arbitration will continue its work, while simultaneously the procedure for the annulment of the agreement will continue, "which however is not a simple procedure, and takes time ".

"The Court of Arbitration starts functioning at the moment it is established. Were countries allowed to absolve from commitment when unsatisfied with the arbitral decision, and fail to respect it, that would constitute disrespect for international law. This means that the institutes will continue with their work," Brglez explained.

In his opinion the last messages from Brussels primarily imply "that the EU and its institutions are aware of the importance of the arbitral, and peaceful settling of disputes in the wider area of the West Balkans, and not only in this case. If a party were able to simply except from an already made agreement, it would not bode well for the continuation and the enlargement of the EU".
