Ahead of a secret ballot, he addressed the Assembly, by saying that ''23 years ago when Slovenia declared independence, it was hard to imagine all the challenges that were still ahead of us. Many of them have been overcome, but in some views, both as individuals and as a nation, we still haven't managed to mature up until the point, where we could live fully as a civil, welfare-supported and a sustainable-development-oriented society.'' Cerar added that the current ''financial, economic and social crisis is a result of this immaturity, as well as, a result of our crisis of values and our own mistakes.''
