Frank was born in 1966 and he holds a master’s degree in security studies and has been serving the police for many years. He has been the head of several departments of the police including the Maribor Police Administration.

His predecessor Stanislav Veninger appointed Frank head of the criminal police administration with 800 employees in august 2013.
