The government will try obtain funding for the project through the open call. The other two projects - the upgrading of the Poljčane-Slovenska Bistrica rail section and the construction of a rail siding - are expected to be funded through the so-called national envelopes.

In the CEF open call for applications projects from different EU member states compete against each other. Projects can obtain from 30 to 40 percent co-funding, depending on how well they facilitate cross border interaction. Meanwhile around 159 million euros are already earmarked for Slovenia through the national envelopes.

Agreements to be signed the end of the year?
According to last year's timetable EU member states will be informed about the list of projects that will be granted EU co-funding by June or July this year. The Ministry of Infrastructure, which prepared the project’s documentation, says the agreements for awarding the non-refundable EU funds will be signed until the end of the year.

In accordance with the government's decision, apart from the EU funds the second rail track between Koper and Divača will also be funded through a public-private partnership. The ministries of infrastructure, finance and economy, will try find the most suitable model for this kind of partnership, which should bring around 1,35 billion euros of investments. According to a government decision the project will not start before the signing of a public-private partnership agreement.
