Slovenia's social partners have voiced outrage over the government's decision to send the budget proposals for the next two years to several parliamentary committees right away – rather than have the ESS discuss it first. According to Jakob Počivalšek, the head of the Pergam trade union association, this is illogical. He believes that it will be difficult to change the draft budgets once the government adopts them.

Pergam is also concerned over how EU funds will be spent, as it is not even clear how they will be distributed in the first place. "This is about respecting the country's social contract, especially the part about higher education," Počivalšek said.
