The labour cost of civil servants is financially the most important part of saving, as it reduces the expenses by 350 million euros per year. The agreed upon promotions will come through, which will cost, according to the relevant Minister, 180 million euros. Next year the reduced wage scale will be preserved, in spite of different expectations; the holiday bonus will be limited and reduced, and job performance will not be rewarded. They will continue the negotiations with the Unions, but the wage bill must not increase due to promotions, and possible abolishment of limitations.
As far as social expenses are concerned, social assistance, child benefits, and scholarships will increase. Not everything is resolved yet, but it is rather likely that the Ministry won't be able to resume payment of supplementary health insurance for war veterans; the cost would be 10 million euros; the same goes for abolishment of limitations for large family allowance and childbirth allowance. Pensioners can hope for a modest readjustment, as the inflation is low, and salaries have not been growing excessively; it will cost 25 million. The stability programme for this year will be rather loose, as the measures have not been coordinated, nor final agreement between the government parties has been made.
