The prize is awarded to individuals and groups which have made an outstanding effort for mutual understanding and closer connection between the nations of the European Union, who were active in cross-border cooperation, or have struggled daily for bringing the principles of the European Charter on Fundamental Rights into practice.

Last year writer Boris Pahor was among the receivers of the award, and two years ago Lovro Šturm and Simbioza project, the office of the European Parliament in Slovenia announced.

The candidates are each year proposed by members of the European parliament; each of the MP's has the right to propose one candidate. Rebula was proposed by Lojze Peterle, Milan Zver, Franc Bogovič, Patricija Šulin and Romana Tomc, and Hribar by Ivo Vajgl, Tanja Fajon and Igor Šoltes.
