It's one of the government's efforts in fighting the country's grey economy. The Agriculture Ministry says there are around 18.000 hectares of winegrowing land in Slovenia. At the same time there is declared wine from only around 13.500 hectares of land.

Although the majority of undeclared wine is intended for personal use, amendments to the Wine Act envisage more authoritative power to field inspectors, in order to stop undeclared wine from being sold to restaurants.
